Petropavlovsk-Kamchatsky's court has completed the consideration of the criminal case of the city's former mayor Vladislav Skvortsov charged with power abuse. Under the court ruling, he will be fined 150,000 roubles, the court press service told Itar-Tass.
The criminal case was opened against the former city head in November 2010. According to the investigators, Skvortsov in July 2009 gave permission to the chief of the Kamchatka regional police investigative department to register his ownership of a three-room apartment illegitimately provided for him. The apartment belonged to the special municipal housing fund. Thus, the flat was illegally transferred to the law-enforcement official's private possession. The damage to the budget was estimated at more than 2,000,000 rbls, the Russian Investigative Department's office in the Kamchatka Territory said earlier.
The prosecutor insisted on a four-year suspended sentence for Skvortsov and denying the right to work as a local government official for 18 months. The defendant pleaded not guilty, saying he had the legitimate right for such actions.
The court found his guilt proved and pronounced him guilty of power abuse with the use of his official position. The court took the decision on the fine with taking into consideration his favourable references, awards and financial position, the court press service said.
Before the criminal case was opened, the board of the United Russia Party's regional organisation expelled Skvortsov from the party. His former fellow party members, who had nominated his candidacy for the mayoral elections held here in March 2009, said he had failed to cope with his duties and suggested his quitting. He handed in his resignation to the Petropavlovsk-Kamchatsky Duma on March 21. At its meeting on March 25, the city's legislature accepted his resignation.
