The government of the Kamchatka Territory and the companies Energy Systems of the East and Kamchatskenergo have signed an agreement on creating what would become the territory’s united energy system, the public communications department of the Energy Systems of the East company said on Wednesday.

“The agreement envisages production of electric and thermal energy in the Kamchatka Territory and delegates to the Kamchatskenergo Company the function of a unified thermal power supply operator in the city of Petropavlovsk-Kamchatsky, Yelizovsky and Ust-Bolshertsky districts,” the department said.

Parameters for establishing long-term tariffs for thermal and electric power will be defined within the framework of the agreement. According to the acting general director of the Energy Systems of the East, Sergei Tolstoguzov, this will slow down the growth of tariffs and raise the territory’s investment attractiveness.

“Fulfillment of the agreement will pave the way for the fundamental upgrade of obsolete energy facilities in Kamchatka, and for increasing the reliability and quality of energy supply to consumers. It will allow to form a unified center of responsibility for reliable energy supply and improve the revenues of budgets of various levels,” Tolstoguzov said.

The key guidelines for interaction between the parties within the framework of the current agreement are “raising living comfort and the quality of housing and communal services for the territory’s population,” the department said.

The Energy Systems of the East also said the focus of attention would be “the reliable energy supply for the territory’s communities through comprehensive modernization of energy facilities and maximum use of renewable energy sources and fuel resources produced in the Kamchatka Territory.”
