Koryak infrastructure development prog to be launched 2013

Programs for the development of infrastructure of the northern districts of Kamchatka, in particular, the Koryak Autonomous Area, will be launched in 2013-2015, the press service of the Kamchatka government told Itar-Tass on Monday.

Chairman of the Legislative Assembly of the Kamchatka Territory Valery Rayenko explained that at present “major facilities are being built in the south of Kamchatka” in the most populated areas of the peninsula. The program for the development of Koryakia where the population density is much lower than will be launched later. Rayenko noted that it “has already been drafted” and envisages the construction of schools, kindergartens and new housing in the northern territories.

The regional government believes that it is necessary to develop model projects of schools, hospitals, housing and public utilities facilities, which could be implemented in all northern districts of Kamchatka.

Governor of the Kamchatka Territory Vladimir Ilyukhin admitted that there are many chronic problems in the northern settlements of Kamchatka that “have been accumulating for years.” “Generally, we all owe much to Koryakia and it’s time to pay these debts. But we need to understand that the improvement will not come at once - tomorrow or the day after tomorrow. This is a difficult and painstaking work, the first results of which will be seen no earlier than in 5 years,” he said.

The territorial government informed that a number of problems of northern Kamchatka have already been solved. In particular, Anavgai-Tigil-Palana winter road, which settled the problem of transport accessibility of the Tigil district in the winter, has been built. The food prices, in particular, for bread and eggs, have been reduced.

According to representatives of the territorial administration, the development of reindeer herding is one of the ways to settle issues of food security and employment in the north of the territory. “We are currently discussing the issues to be addressed in the reorganisation of reindeer breeding,” Vladimir Ilyukhin said. According to him, it is planned to consider the possibility of application of the state-private partnership in reindeer breeding. State support for private reindeer herding brigades will give an impetus to the development of the whole industry, the Kamchatka governor said.
